 Problems with water are usually due to inadequate water management. Capacity development means improving water management by expanding the knowledge and skills of consumers
as well as of the institutions in charge.   

Support and cooperation programmes in more than a hundred countries have established strong links between those who supply German technology and those who use it. By means of vocational training and education partnerships, German companies and their partners in the recipient countries ensure the appropriate performance of the technical products. Academic programmes and study courses carried out at more than twenty German universities create the basis for scientific and technological exchanges between Germany and more than 100 partner countries. German consultants play an active role in development projects, from project planning right through to long term operation. 
 

The German Government is the third-largest bilateral donor in the area of water sector development cooperation and is currently working with 28 partner countries. The spectrum of services ranges from safe water supply to trans-boundary water management in international river basins, the provision of training on the subjects of water and health and reforms of the water sector. Germany has been delegating experts to help build up administrative structures in EC accession countries on a short-term and long-term basis.
